July 31, 2018

The MA legislative session ended with the House and the Senate unable to reach a compromise on the Omnibus healthcare bill. The two main points of contention between the two branches were a battle over how to bring assistance to the MA Community Hospitals and how the legislature would handle these so-called scope of practice issues for a number of medical providers, including but not limited to nurse practitioners, nurse midwives, dental therapists, podiatrists, optometrists and CRNAs. Though many in the legislature are aware that our issue is not a scope issue, but rather a removal of restriction issue, we were still lumped into that specific category. At this time it does not appear that the omnibus healthcare bill will be dealt with in informal sessions which will last until December 31, 2018.

MANA’s individual bills are still alive but at this time action on these bills does not seem to likely. In the coming months MANA’s Board of Directors will work with our Lobbying team, the legislative sponsors of our bills, and the members of the House and Senate healthcare finance committee as well as the leadership of both branches in the Massachusetts legislature.

 MANA Members called to take immediate action and contact thier State Senator, State Representative and the Health Care Conference Committee members to ask them to remove the unnecessary restrictions from CRNA prescriptive authority. Specifically, the need of the Health Care Conference Committee to keep the Senate's language (Section 105) in the Health Care Bill. Click here for the Call to Action.


May 16, 2018

Bill number H2452 and bill number S658 were discharged from the Joint Committee on Health Care Finance to the Ways and Means Committee.


March 2, 2018

Senator Pacheco filed an extension order for S. 658 (senate version) reporting date to Wednesday, April 25, 2018.


November 10, 2017

In the early hours of Nov. 10, Amendment #144 was adopted and the Senate voted 33-6 to pass S.2202, An Act furthering health empowerment and affordability by leveraging transformative health care. Reprinted with amendments as S.2211.

 

The bill has been sent to the House of Representatives for review. As a reminder, S.2202 is not MANAs legislation. This bill was formulated after a number of public hearings by a Senate Special Commission and then released by The Senate Ways and Means Committee.

 

Our legislation, H2453/S658 remains in the Joint Committee on Health Care Finance.

Action alert sent to MANA membership to support Amendment #144.


November 6, 2017

Senator Lovely filed amendment #144 which would amend the language for CRNA's in S.2202 to remove the required supervision and guidelines language and empower BORN to make decisions for CRNA prescriptive power.


November 2, 2017

Senate Committee on Ways and Means released S.2202 Health Empowerment and Affordability by Leveraging Transformative Health Care - this bill has language for expanded CRNA prescriptive power, but with a required supervision period based on individual guidelines.


September 13, 2017

The Joint Committee on Health Care Finance held a hearing to hear testimony on MANA's bill, H2452/S658. Massachusetts Society of Anesthesiologists testified against the bill, MANA testified in support of the bill.


July 25, 2017

The Joint Committee on Health Care Finance held a hearing to hear testimony on only the bill filed by Governor Baker, H.3829. Massachusetts Society of Anesthesiologists testified against the bill, MANA testified in support of the bill only if the supervision rules are updated to match the language in our bills.  Click here to view the MSA and MANA testimonials.

Governor Charlie Baker filed legislation, H.3829 An Act Promoting Affordable Health Care Options Summary: This bill contains some language that is helpful for CRNA's but still includes some supervision rules that are not consistent with the language in our bills (H.2452, S.658). MANA will support this bill if supervision is removed or updated to match the language in our bills.

Massachusetts Association of Nurse Anesthetists (MANA) re-filed legislation to modernize Massachusetts APRN statutes. The bills remove onerous restrictions on APRN licenses, allowing highly trained and nationally certified CRNAs to provide quality anesthesia care to patients around Massachusetts.

Welcome to a new legislative session!  
 
There are several new updates to the bill this year:

1) New name! We have shortened the bill title to, "An Act to Remove the Restrictions on the licenses of CRNAs".

2) New Co-Sponsor: Representative Paul Donato (D-Medford) has joined Representative Kay Khan (D-Newton) and Senator Marc Pacheco (D-Taunton) as one of the lead sponsors of the bill. 

 

The bill has been filed, numbered and referred to the first joint committee. The house version (H2452) was referred to the Joint Committee on Public Health and was discharged and referred to Joint Committee on Health Care Financing. The senate version (S658) has been referred to the Joint Committee on Health Care Financing.
